Property Tax Seminar: The PFI is hosting a fourth and final property tax seminar for local government. This event will be held on May 19th in Springfield, MO. The seminar is intended to inform the public about various issues related to Missouri’s property tax system and its effect on local government.

Property Tax Issues At the Capital: The Missouri General Assembly is currently hearing a number of proposals that will greatly affect Missouri’s property tax system. Two areas receiving the greatest attention include efforts to strengthen the law protecting taxpayers from tax increases when assessments rise more than CPI. The second area is expanding the state’s existing circuit breaker program of property tax relief for senior citizens and the disabled. Senate Bill 711, one of the key vehicles for property tax reform, addresses these issues among others and recently passed unanimously in the Senate and is undergoing consideration by the House. Many more proposals are in various stages of consideration.

STC Evaluation of County Assessment Practices-Summer 2008: STC will deliver its first “scorecard” evaluating assessment results for each county since 1997. We will provide more information regarding this potentially important event as details become known.

June 5, 2008: PFI's Director Steve Gardner will present at the Missouri Public Library Directors Meeting in Union, MO.

July 10, 2008: PFI's Director Steve Gardner is slated to be the speaker for the plenary session "The Politics of Assessment" at the North American Council of Georgist Organizations and will also be a panelist for the School finance session in Kansas City, MO.

Recent Events

Missouri Association School of Business: On April 25, PFI's Director Steve Gardner presented a session regarding property tax reform from 8:30-9:30 AM at the Missouri Association of School Business Officials' spring conference in Lake of the Ozarks, MO.

Missouri Association for Social Welfare Conference: On April 4, 2008, PFI's Director Steve Gardner served as a panelist for the Missouri Association of Social Welfare's Forum on the Property Tax in Jefferson City, MO.

Property Tax Seminar in St. Louis: PPRC recently hosted a property tax seminar entitled “How Missouri’s Property Tax Does and Does NOT Work for Local Government” in St. Louis on April 2, 2008. For more information about our upcoming tax seminar, in Kansas City, please visit our seminar page.

Property Tax Seminar in Jefferson City: PPRC recently hosted a property tax seminar entitled “How Missouri’s Property Tax Does and Does NOT Work for Local Government” in Jefferson City on March 25, 2008. For more information about our upcoming Kansas City seminar, please visit our seminar page.

STC Agriculture Value Hearings: State Tax Commission of Missouri (STC) met November 6 to receive recommendations for new agricultural use values for the 2009 reassessment. In December 2007 STC decided to maintain agricultural use values at their present rate. These rates, which have remained unchanged since 1995, will continue in effect until 2011. The next STC review will be in the last quarter of 2009. Property Tax Testimony before General Assembly: On November 13, 2007, PFI’s Director Steve Gardner and Research Specialist David Mariott testified before Missouri General Assembly’s Joint Committee on Tax Policy. Gardner and Mariott presented important information about Missouri’s property tax and provided additional analysis on some of the many suggested changes to the property tax system to be heard in the upcoming legislative session.
