Living Guide to Missouri's Property Tax:
Tax Guide Background and Use

Our Background:

The Public Policy Research Center has examined varying components of Missouri’s property tax system since 2003. In early 2006, the Public Finance Initiative (PFI) was formed to directly examine issues related to taxation and finance, with a particular interest on the property tax. Since its inception, the PFI has conducted numerous studies of different aspects of the property tax system. To view some of our work, visit our Reports section.

In 2007, due to significant assessment increases in many parts of the states, the property tax once again became a salient issue for taxpayers and legislators alike. Many legislative proposals have been offered to provide solutions to the complex problems with the property tax.. However, we have noted a serious deficiency of useful information, clear perspective, insightful analysis and thorough consideration of the intended and unintended consequences of various changes. Therefore, in the fall of 2007, PFI launched an initiative, “Living With Our Property Tax: Facts, Issues, Options.” This multi-faceted project was designed to provide unbiased and informed research on various topics and issues being addressed, while at the same time filling some of the knowledge gap and stimulate other factions within the policy community to participate through research reports, policy briefs, press releases, and direct testimony before the legislature.

This website is a continuation of those efforts. Given that no other database or organization has provided extensive research on the property tax in Missouri, this website has been designed to fulfill both the needs of ordinary citizens to become informed about the property tax, as well as provide in-depth research for those well-versed in the system. As this is a “living” document, this website will consistently change through updates and expanded coverage of various topics.
